Only Once AI Plan Analysis: EU Firms Report Once

A company can be compliant and still spend too much time telling officials what officials have already been told. That is the dry but important premise behind Ursula von der Leyen’s new Only Once pitch: AI would help public bodies reuse business information instead of asking for the same details repeatedly. It is a useful counterweight to the usual AI regulation story, which treats Europe as a machine that only prints obligations. Here, the proposed machine is administrative product design, which is harder to put on a conference slide and easier to feel in a reporting workflow.

What von der Leyen actually proposed

According to The Next Web, von der Leyen told a closed door gathering of the European People’s Party in Taormina, Sicily, that companies in the EU should provide officials with the same details just once, with AI helping public bodies use them. The Next Web, citing Politico’s copy of the speech, reported that this was the first time she had openly proposed using AI to reduce the paperwork businesses face. The practical point is narrow but meaningful: the target is duplicate reporting to different authorities, not a new compliance duty for companies to adopt AI tools.

The timing matters because Only Once did not appear out of nowhere. The European Commission’s own page for a document-free single market event lists Towards a Simpler Single Market on 10 June 2025. The Next Web also reported that the Commission had already built the reporting only once idea into its EU Inc. proposal in March, although that plan did not mention AI.

That makes this a proposal to watch, not a compliance deadline to calendar. The Next Web reported that von der Leyen gave no details on how an AI based system would work, which companies it would cover, or when the Commission plans to introduce it. Translation: nobody should be buying Only Once compliance software yet, unless they also enjoy paying for concept art.

The old principle gets an AI layer

The Next Web reported that the EU Inc. proposal would create a single company structure that works across all member states. Under that plan, firms could file their details once through an EU wide online portal, and authorities would share the data among themselves. That is the existing administrative idea: make the public sector move the information, not make each company retype it for each office.

The AI layer changes the implementation question. If public bodies are expected to make efficient use of submitted information with AI, the difficult work moves to data quality, governance, accountability, and interoperability. Those words are not decoration. If the same company detail is reused by multiple public bodies, someone must decide how errors are spotted, how updates travel, and how companies can see what has been reused. Von der Leyen’s reported speech, according to The Next Web, does not answer those questions yet.

Who is affected now, and who is not

According to The Next Web, the affected group in the proposal is companies in the EU that repeatedly report the same details to public authorities. That is a broad political category, not a legal scope clause. There is no reported distinction yet between startups, large enterprises, regulated sectors, or companies operating across several member states.

For builders, the immediate lesson is not to label every document automation product as Only Once ready. The law, as described in the reporting, has not specified covered companies, system architecture, or introduction timing. Regtech teams can still prepare useful groundwork: map where the same data is submitted to public bodies, track which internal system is treated as the source of that information, and document who approves changes before they leave the company. That is not compliance with a future rule. It is housekeeping that stops becoming optional once public systems begin sharing more data among themselves.

The gold plating problem will decide how useful this gets

The Next Web also reported that von der Leyen urged national governments to sign a pact on gold plating, the practice of adding extra national requirements on top of EU rules. This is where the proposal either becomes useful or becomes another portal with nicer language. If member states keep asking for additional national details in parallel, a central Only Once mechanism could reduce some reporting while leaving companies with local paperwork that looks suspiciously familiar.

This is the part LinkedIn will likely overstate. Only Once does not mean every business filing disappears. It does not mean AI decides what regulators are allowed to know. Based on the reporting so far, it means the Commission president wants AI to help administrations reuse information companies have already provided. Sensible, if implemented carefully. Not magic, and definitely not enforceable yet.

For readers building compliance products, internal reporting systems, or public sector data tools, the next useful signal is not another speech. Watch for a Commission text that defines scope, timing, covered authorities, data sharing rules, and company correction rights. Until then, the safest posture is boring and productive: know what you report, where it goes, and which version is authoritative inside your own organization.
